Three Rivers Local Plan Reg 19 consultation – our representations, Sep 2026
We’ve submitted our representations on the Three Rivers District Regulation 19 Submission Local Plan.
Responses must address whether the Plan is legally compliant and sound, i.e. positively prepared, justified, effective, and consistent with national policy. We believe there are issues with the Plan and we have submitted our representations online. A copy of our representations is available for download below. We have also compiled a Site Analysis for our own internal use, which we are making available for download. Our Site Analysis compiles information on all the Green Belt sites that are now proposed for allocation.
In summary, we believe the Local Plan is not sound due to issues with the following Policies:
- Policy SP1 – Overall Levels of Growth
- Policy SP2 – Overarching Policy on Sustainable Development
- Policy SP3 – Infrastructure Delivery
- Policy SP4 – Local Distinctiveness and Place Shaping
- Policy GB1 – Green Belt
It has not been straightforward for Three Rivers District Council to get to this point in its Local Plan preparation, with a number of previous iterations and public consultations.
