St Albans City & District Local Plan 2024 – 2041

The new St Albans City & District Local Plan was adopted on 9 September 2026 and covers the period from 2024 through 2041. The Plan sets out how and where new homes, jobs and infrastructure will be delivered throughout the district which includes the main towns of St Albans and Harpenden, and smaller towns and villages including Wheathampstead, Redbourn, London Colney, Chiswell Green and Bricket Wood. The Plan also includes the major new development of Hemel Garden Communities, adjacent to Hemel Hempstead in Dacorum Borough. The Plan will enable the delivery of at least 15,045 new dwellings, including the specific allocation of 81 different sites for development for the provision of 10,874 dwellings.
