Our representations – St Albans City & District Draft Local Plan 2041

We’ve submitted our representations on the Regulation 19 Submission Local Plan.

St Albans City and District (SACD) Council adopted its present District Local Plan in 1994. A new Draft Local Plan went to Examination in Public in 2019 but was then withdrawn in 2020.

The current new Local Plan was consulted on in mid 2023 and is now at the Regulation 19 “Submission Plan” technical consultation stage. Responses must address whether the Plan is legally compliant and sound, i.e. positively prepared, justified, effective, and consistent with national policy.

We believe there are technical issues with the Plan and we have submitted our representations as follows.

St Albans LP – Reg 19 – RF1 – Inadequate consideration of Reg 18 responses

St Albans LP – Reg 19 – RF2 – Inadequate involvement of Council Members

St Albans LP – Reg 19 – RF3 – Inconsistencies with District Council Plan

St Albans LP – Reg 19 – RF4 – Inadequate treatment of the Green Belt

St Albans LP – Reg 19 – RF5 – Policies ineffective and inconsistent with national policy

St Albans LP – Reg 19 – RF6 – Omission of critical national policy guidance on constraints re housing targets

St Albans LP – Reg 19 – RF7 – Inadequate treatment of affordable housing including social housing

St Albans LP – Reg 19 – RF8 – Inadequate treatment of previously developed land
