The application relates to a site which is in the Green Belt and which is subject to possible allocation in the emerging Welwyn Hatfield Local Plan. We believe the necessary very special circumstances to justify development have not been demonstrated, and in any case, the application should either not be determined until the new Local Plan is adopted, or refused according to existing policy.
