Change of use of land to mixed use to use for the stabling, keeping of horses and as a residential caravan site for 4 Gypsy families, with a total of six caravans, including no more than 4 static caravans/mobile homes. Erection of 2 amenity buildings on land at Wheelwrights Farm, Rowney Lane, Dane End, Ware, Hertfordshire SG12 0JY.
CPRE Hertfordshire object to this application to extend the capacity of this travellers site in the Rural Area Beyond the Green Belt.
In May 2019 the applicant was granted approval, on appeal, for change of use to mixed use and the provision of one caravan on this site. The Inspector’s report
(APP/J1915/W/17/3177630) was comprehensive and placed a number of conditions on the approval, among which were (90): that the occupation of the site be restricted to named
individuals and (91): that the number of caravans on the site be restricted to a maximum of one static caravan/mobile home and one touring caravan. The reason for the latter being to maintain the visual amenity of the surrounding countryside.
The current application would quadruple the number of caravans on the site and also introduce two amenity buildings. This would clearly have an impact on visual amenity.
