Outline planning application for development (including demolition of existing structures) and erection of a residential led, mixed use development comprising: residential market and affordable homes (Class C3); provision of extra care housing (Class C2); a mixed use local centre with retail (Class E), healthcare centre (Class E), community (Class F2), primary school (F1) and nursery facilities (Class E); open spaces, recreational play, ecological areas, woodlands and public realm; new and improved pedestrian, cycle and vehicular accesses and network within the site; associated drainage, utilities, energy and waste facilities and infrastructure; and improvement works to existing access routes. With all matters reserved apart from detailed access from Chesham Road (phased development).

Notwithstanding the potential allocation of the site in Dacorum’s Submission Local Plan, we have several significant concerns with regard to this major proposed development of up to 742 dwellings in the Green Belt. These concerns include: lack of consideration of the impact on the Chilterns National Landscape and its setting, inappropriate promotion of this site as ‘grey belt’, inadequacy of access and unworkable ‘mitigation’ of access issues, and failure to meet the government’s ‘golden rules’ for development within the Green Belt.
