The proposed development site is in the Green Belt and is not proposed for allocation in the Three Rivers District Draft Local Plan. The applicant asserts the site meets the definition of ‘grey belt’, to justify development in this location. We do not accept that the concept of ‘grey belt’ applies in this case, and we urge the Council to refuse permission for this inappropriate speculative development.
