Planning application no. 26/0318/OUT

Outline planning application (with all matters reserved except access) for residential development of 136 dwellings, including affordable housing (Class C3), associated parking, infrastructure, landscaping and open space including allotments, and creation of new vehicular access from Allum Lane.

The proposed development site is in the Green Belt. The application argues the site is ‘grey belt’, which we entirely refute. This application is one of a flood of planning applications on the Green Belt being made by developers and land-owners since the revision of the NPPF in December 2024, to the extent that the principle of protection of the countryside, especially in southern Hertfordshire is being very seriously jeopardised. The site is also included in the present Hertsmere Local Plan Regulation 18 consultation as a “Candidate Site” and it is entirely inappropriate in our view for such a significant allocation in the Green Belt to be determined in advance of the completion of the Local Plan preparation process. We urge the Council to refuse permission for this inappropriate speculative development.
