Broxbourne Countryside Under Threat

YOUR LOCAL COUNTRYSIDE IS UNDER THREAT

As you may already be aware, Broxbourne Borough Council has recently launched a consultation on its Pre-Submission Local Plan which is the last stage of the Local Plan process before it is submitted for Examination by an Inspector in March 2018. So this really is the last chance just to have your say!

The Plan sets out the Council’s growth and development strategy for the next 15 years and sets a target of over 7,700 new dwellings by 2033 to meet its objectively assessed housing need in full.  This would involve the release of significant Green Belt sites to accommodate over 3,700 dwellings and employment land (mainly offices) for more than 6,500 new jobs. 

Development is proposed in Green Belt countryside at:

  •   Brookfield Garden Village -   construction of a new ‘garden suburb’ of 1250  dwellings west of Turnford and expansion of retail and leisure uses and a new Civic Centre for the Council plus a further 250 dwellings at Brookfield Riverside, north of the current Brookfield site. 
  •   Rosedale Park - 790 dwellings and a primary school on and around the former Tudor Nurseries site west of Cheshunt.
  • Park Plaza West – large site west of the A10 for 100,000sq.m business campus plus further land for industry at Park Plaza North between Waltham Cross and the A10.
  • Goffs Oak – village extensions.
  • Cheshunt Football Club – 165 dwellings.
  • Church Lane, Wormley – new secondary school.
  • Maxwells Farm West and Rush Meadow – to be taken out of the Green Belt in case it is needed to meet ‘strategic objectives’.

These are in addition to the 523 dwellings, care home and primary school that have been granted planning permission on the Green Belt site at ‘High Leigh Garden Village’ between Hoddesdon and the A10.

We would encourage all members to read the Pre-Submission Local Plan document and to respond to the consultation by 5pm on Thursday 21st December. It is also worth making your views known to your local councillors and MP.

CPRE Hertfordshire is preparing to make a response. We will primarily be challenging the housing targets and arguing that housing need does not have to be met in full where there are Green Belt constraints. We also consider that the Council has not demonstrated that ‘exceptional circumstances‘ exist to justify the proposed changes to Green Belt boundaries.
